The Social Security: from Constitution until the Lula´s Reform
Abstract
This article analyses some of the issues changes concerning brazilian social security in the period of 1985 – 2008, as well as counter-reforms taken during Fernando Henrique Cardoso and Luiz Inácio Lula da Silva governments. In order to map all issues it was sorted out the academic and cientific production registered in that period, as the ones dealt by government research institutions, like national ministries and class entities. The main final remark is that the substitution of present social security regims (civil workers and private formal market workers) by other related to neoliberal thought was obstructed, by other reasons, by political and institutional conditions.Key words – Social Security. 1988 Brazilian Constitution.
