Control devices and management of violence in the contemporaneity

Abstract

This article discusses control and management of violence in the contemporaneity, based on the Communitarian Police social policies of security and on the Zero Tolerance Program that emerged during this decade in Chapecó (SC), and it analyses its discourses, practices and subsequent effects. The research articulated principles of ethnographic posture with fundaments of the Actor-Network Theory. Eighty interviews were made with residents and people that belong to diverse local entities, and also documental and hemerographic research and participative observation with the registration of field notes. Although social policies are sustained in differentiated logics, a predominance of practices and discourses of punishment and repression was verified, showing the presence of the Penal State, discussed by Loïc Wacquant, which is more concerned with criminal security than with social security. It was drawn attention to the necessity of the denaturalization of those disposals of control and the creation of participatory strategies in the definition and monitoring of security actions; psychology may contribute with studies and interventions in that process.
