The article presents a reflection on how legitimacy is examined by the English School of International Relations. Starting from a notion of international society given as a society of States, legitimacy is inserted in the international order through a tie between the State, law and morals. Political discourse stands as an expression of the State in the international order as a means to corroborate the legitimacy or the formation of legitimacy over common interests or values. For this, the political discourse is understandable as a manifestation of the word of the State in an official manner in the subjects of International Relations. Political discourse is centralized on Hannah Arendt’s proposal for political theory as an analytical possibility of emerging a tension between legitimacy and political discourse. The method is analytical-critical, and the article aims to present how the political discourse is relevant to the understanding of legitimacy and to examine the consequences for an international order.
